Oaxacan Legislature achieves with reforms to laws and the local Constitution to improve the lives of people with disabilities
San Raymundo Jalpan, Oaxaca.- The deputies of the 65th Legislature of the Congress of Oaxaca achieved, through reforms to laws, the Local Constitution and exhortations to the State Executive, to establish improvements for the lives of people with disabilities, during the First Period Ordinary Sessions.
The deputies reformed the Political Constitution of Oaxaca and the Organic Law of the Executive Power of the State, in order to include people with disabilities in the employment of state government agencies.
Therefore, this sector must now be included in the designation of the heads of the Secretaries, the Legal Department and other public servants of the Executive Branch, in order to guarantee their right to decent and socially useful work. .
The modification consisted of adjusting section V of article 79 of the local Political Constitution and the third paragraph of article 21 of the Organic Law of the Executive Power of the State.
Another achievement was the approval of reforms to the Law of Victims of the State of Oaxaca, so that, within the State Legal Advice, interpreters or linguistic translators are integrated, when the victims of a crime or abuse have hearing, verbal, or visual disabilities. and they require it.
The situation of a victim can become extremely worrying in those cases in which they can simultaneously belong to various categories, that is, when it is an indigenous person, with disabilities and in a situation of poverty, which would place them in a position of greater vulnerability and defenselessness when accessing justice.
The reform includes in the first paragraph of articles 127 and 169 of the aforementioned law, the implementation of interpreters as part of the rights of the aforementioned victims.
The congressmen also reformed the Law on the Rights of Persons with Disabilities in the State of Oaxaca, to include a bilingual educational model between the Mexican Sign Language and Spanish or indigenous languages.
This includes producing and distributing free educational material in the Braille Writing System and in the Mexican Sign Language, in order to guarantee the right to education and access to people with disabilities.
The reform to the first paragraph and section X of article 17 of the Law on the Rights of Persons with Disabilities in the state of Oaxaca will not generate a budget impact.
It is worth highlighting the exhortation approved to the Ministry of Mobility (Semovi) of the Government of Oaxaca, to evaluate the implementation of taxis adapted to people with different abilities and limited mobility, in the units of the municipalities that have a public transport service concession .
